Peace and order is an essential ingredient in maintaining economic development, social order and political stability. A condition of peace and order facilitates the growth of investments, generates more employment opportunities and attracts more tourists. From the Latin pax, meaning "freedom from civil disorder", the English word came into use in various personal greetings from c. 1300 as a translation of the Hebrew shalom. Such a translation is, however, imprecise, as shalom, which is also cognate with the Arabic "salaam", has multiple other meanings in addition to peace, including justice, good health, safety, well-being, prosperity, equity, security, good fortune, and friendliness.

This latter understanding of peace can also pertain to an individual's introspective sense or concept of her/himself, as in being "at peace" in one's own mind, as found in European references from c. 1200. The UN, after approval by the Security Council, sends peacekeepers to regions where armed conflict has recently ceased or paused to enforce the terms of peace agreements and to discourage combatants from resuming hostilities.

Since the UN does not maintain its own military, peacekeeping forces are voluntarily provided by member states of the UN. The forces also called the "Blue Helmets", who enforce UN accords, are awarded United Nations Medals, which are considered international decorations instead of military decorations. The peacekeeping force as a whole received the Nobel Peace Prize in 1988. B. General and Specific Objective All of us want peace and order in our country and have a wealthy and stable economy. So we created a study that will help us to achieve these aspirations.

The objective/s of the study is to:

  • To show the importance of peace and order in the development of our economy.
  • To know how peace and order affects our economic stability.
  • To know if our laws on peace and order are implemented properly.
  • To determine what more laws are should be implemented to our country.
  • To educate people how to maintain peace and order in our country.

Significance of the Study

To great extent, Local Government Code of 1991 has laid out the things that a barangay is authorized to implement in the exercise of its mandate to promote the welfare of its inhabitants.

All government exist the social and economic services needed by the people such as benefits, free education, livelihood program, and most importantly, is their security and the protection of their individual and community rights. The barangay being the basic units of the local government plays an important role in the development of the nation. The status of peace and order in a barangay illuminate that of the country, and a peaceful barangay is a peaceful country. It helps in maintaining social order, political stability through the help of the Executive orders of the government because of that the economy has been fully reorganized.

Scope and Limitation

The scope of this study is for the Barangay of different communities around Metro Manila. The study will include Barangay Marulas, Valenzuela City and how they work. It is focused on the procedure, ways and technique used by the Barangay officials as a subject for our thesis. The study does not cover any Government agencies that are not related to our topic. II. Review of Related Literature The benefits brought about by peace can also be measured in economic terms. Peace does, in fact, have a monetary value independent of the human values associated with it.

It can be expressed in terms of the additional value to global GDP1 that would ensue from Economics and Peace in conjunction with the Economists for Peace and Security impact of lost peace on the world economy at 7. 2 trillion dollars (US$7,200,000,000,000) annually. In the drive against Kidnap-for-Ransom (KFR), 16 most wanted KFR leaders and 101 suspected KFR members were arrested during the period July 2003 to June 2004. Out of the 64 kidnapping incidents, 49 were solved during the same period reflecting a 77 percent crime solution efficiency rate.

In the drive against illegal drugs from July 2003 to June 2004, more than PhP22 billion worth of shabu and ephedrine were seized, 15 clandestine laboratories and 7 storage warehouses that contained a significant volume of chemical precursors and laboratory equipment were dismantled, 12 international rug rings and 239 local drug syndicates were neutralized, 35,514 pushers and users were arrested and 5,344. In support of the anti-smuggling campaign of the government, the Philippine National Police (PNP) carried out 4,154 operations that resulted in the confiscation of PhP7. 568 million worth of goods during the first semester 2004.

Despite these organizational improvements, the government still needs to find additional resources to fully contain these illegal activities. Barangay Peace and Order Committees (BPOCs) were likewise organized in 37,535 or 95 percent of all barangays nationwide except in ARMM.

Of these barangays, 29,701 or 75. 7 percent have formulated and implemented their Community Public Safety Plans. The plans enabled the concerned barangays to identify responsive peace and order and public safety-related programs in partnership with the community and law enforcement agencies. Thus, recruitment standards shall be upgraded and annual recruitment of qualified personnel must be increased.

A continuous career training and development program, with focus on courses that address identified training needs, shall also be pursued. Moreover, career courses, specialized courses, foreign and in-country training, in-service training will be provided to qualified and deserving PNP personnel. The government will continue to intensify operations to neutralize terrorism and other organized crime groups. The PIPVTR is renamed as PHILIPPINE INSTITUTE FOR PEACE, VIOLENCE AND TERRORISM RESEARCH in order to bring peace studies into political violence and terrorism research.

Internal Peace and Security Plan Released As a paradigm shift in countering insurgency and terrorism in the Philippines, the Armed Forces of the Philippines (AFP) just released its new military campaign plan dubbed as OPLAN Bayanihan or the Internal Peace and Security Plan (IPSP). This new military plan recognizes the structural factors that bring armed insurgency. Thus, AFP claims that solving the insurgency problem can not be done by the military alone.

In cooperation with the Institute for Autonomy and Governance (IAG) based in Cotabato City, the Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR) is involved in developing a training manual for the Armed Forces of the Philippines (AFP) on Security Sector Reform (SSR). The PIPVTR is specifically tasked to develop modules on Understanding Internal Armed Conflicts in the Philippines and Comprehensive Understanding of Human Security: The Imperative of Security Sector Transformation. The development of the training manual also has the participation of the Western Mindanao Command and the Eastern Mindanao Command of the AFP.

PIPVTR Commemorates IHL Day with the AFP

In commemoration of the International Human Rights Law (IHL) Day, the Armed Forces of the Philippines launched the Soldiers' Handbook on Human Rights and International Humanitarian Law on 12 August 2010 at the Tejeros Hall, AFP Commissioned Officers Club, Camp Aguinaldo, Quezon City. It was attended by several officers of the AFP and representatives from the International Committee of the Red Cross (ICRC), the European Union (EU) Justice Support Program and the Philippine Commission on Human Rights (CHR).

The Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR) and its sister-institute in Mindanao, the Institute for Autonomy and Governance (IAG) were guests during the launching. Peace is the mother of civilization and war is the demon of destruction. Civilization and development cannot progress if there is no peace in the country.

This study was conducted in order to know the importance of peace and order in the development of our economy.

To be able to gather the necessary data, the researchers utilized the descriptive method, using both qualitative and quantitative approaches. Herein, the chosen respondents were randomly selected from various communities in Metro Manila. The survey methods were the research instruments used for the data-gathering. The officials of Barangays who have been chosen in this study accomplished a survey questionnaire, The results of the survey were then processed by tallying each survey item. Relevant literatures were also used to support the gathered findings.

The credibility of findings and conclusions extensively depend on the quality of the research design, data collection, data management, and data analysis. This chapter will be dedicated to the description of the methods and procedures done in order to obtain the data, how they will be analyzed, interpreted, and how the conclusion will be met. This section is to justify the means in which the study was obtained and will help in giving it purpose and strength as it will then be truthful and analytical. All these will help in the processing of the data and the formulation of conclusions.

Specifically, this research will cover the following: the research design and method, the respondents or subjects to be studied (which will include the sampling method), the data collection instrument, and the data analysis. These will be presented below. IV. Presentation of data The study’s population is composed of the citizen of barangay Marulas, barangay officials of Marulas and police officer. The respondents numbered twenty (20). The table below summarizes the gender of the respondents. The table shows that majority of the respondents are male.

Moreover, the table also shows that the population of the male respondents is more than 5% than female respondent. The figure shows that the male respondent outnumbers the female, 55% to 45%. Age with this graph, it only shows that the respondent ages is ranges from 17 to 51 years old to know they’re different experience in their community regarding to their age. We all know that being a teenager is most influential age in our generation so having a teenager respondent is a big help for us to know the concern of a teenager in our community.

  • Do you feel any discomfort or bad experience regarding on the peace and order in your community?

We found out that the most alarming incident in our community is the liquor and drug addicts having the highest percentage in the pie graph followed by the fraternity that can also be seen in some of the university and school. Is your local government unit (barangay) implementing or doing some actions including preventive measurement to solve these problems? Based on the collective results if what are the most common response of the barangay with these problems.

With the total of 26% coordination on PNP and deployment of more barangay tanod is the most effective way to prevent and to reduce the different problem in the community such as robbery, fraternity and to stop the drug addicts.

  • Does the person in your community follow the laws implemented by the government or barangay?

In this question 50% say yes and also 50% say no. with this kind of result it will be a hard thing for the researcher to finish their research but with the help of other question in their survery form finishing this research and putting a good conclusion is not impossible anymore.

  • Are you satisfied on how the barangay implement these laws?

Most of the citizen of barangay marulas was satisfied in the implementation of barangay laws in their community 74% of say yes if they are satisfied in the implementation of their laws. And 26% say no because they experience a very bad thing in their community. Do you think having a good community will lead to a healthy and wealthy economy? 95% of our respondent thinks that having a good community will lead to a healthy economy.

And as a researcher we also agree in the result in this question because all the goodness must start in every individual to influence the whole nation.

  • How can the community help our economy grow?

Having a 56 % on the “Good implementation of peace and order laws” we consider that good implementation of laws can be the start of having a healthy community as what the respondent says. Good implementation of peace and order laws may lead to a different thing especially in having a wealthy and healthy society.

  • In your own opinion, how can we maintain peace and order to our community?

People in the community if barangay Marulas focus on the peace and order laws to have a better community have a 47% on the distributing of pamphlet’s regarding the peace and order is not so surprising because from the very first start all of the people in the barangay Marulas was well informed about the different needs of their barangay.

Do you think the community can sustain the stability of peace and order both in the community and economy? Most of the our respondent is becoming a optimistic regarding in their answer here on question number. But there still a 10% who don’t have a enough trust in their barangay that they can stabilized the peace and order laws implemented in their community.

  • What are the benefits we can get in the improvement of our economy through peace and order?

54% of the respondent wanted to lower the crime in their barangay which is a big step for having a healthy and wealthy society.Followed by increasing the rates of tourism in our society it’s a good thing showing their support in our country to become more discipline in every aspect of their life.
