The members of Hezbollah were affiliated with Al Qaeda and the government of Iraq. There was no training that was carried out since the group was already well trained. The government provides the necessary funds for the operations; this is because after the Gulf war, they wanted the Americans to get out of their land. The government of US reacted by evacuating the other Americans that were in the country and moving them in their own country. Investigations were carried out and there were some people who were arrested and charged for the crime.

Before the crime the housing complex and its surroundings was under tight security that it could not have been imagined that such attacks would be carried out (CNN).
