The Department of Defense (DOD) is one of the largest organizations within the U.S. Federal Government. The DOD is accountable for protecting the security of our country. The armed forces involved are the Army, Navy, Air Force and Marines (All Gov. n.d.). The armed forces are armed with weapons & some of the most advanced, sophisticated technology. During the advancement of an Emergency Response Plan (ERP) I would involve the DOD to assist in mitigating risk & using their resources to minimize loss of life. Depending on the severity of the circumstances would regulate whether I would involve all four branches of the armed services or not. The Army would be of assistance because they’re specialized in humanitarian and disaster relief. Regarding the Marines they’re expertise in flying planes, operating radar equipment, drive armored vehicles and gathering intelligence (Military.com. n.d).

The determination of generating an ERP is to handle imminent or unforeseen conditions. The objective is to prepare to avert fatalities & injuries, reduce damage to infrastructures, protect the environment & the community, & facilitate the continuation of standard functionality (CCOHS. n.d.). The first step in ERP objective is to prevent fatalities and injuries therefore that would be my priority as an Incident Commander (IC). I’ll have some troops inside the remaining of the premises to evacuate any victims. I’ll have troops outside the perimeter making sure no one enters the premises and is directed to an area that they’re out of harm’s way. If the troops are not helping in the clearance process, they’ll be administering first aid or performing CPR on victims (Ready. 2019).
Saving Lives
[image: ] The evacuation process is essential in saving lives, but that isn’t the only thing. As an IC, I would have troops assigned to minimizing damage to the buildings in intent to prevent environmental damages. Further damages to the building can cause a cascade which can place barriers in exits or potentially smothering victims. Troops will have the required resorts, for example, a fire extinguisher to extinguish small fires or chemical spills if any (Ready. 2019). In past incidents, the collapsed building has caused the most extensive fatalities. For example, in the 1995 Oklahoma City bombing, an estimated 90 percent of the building residents lost their life due to the collapse of the Alfred P. Murrah Federal Office Building (FEMA. 2003). The victims that we’re able to walk away from such atrocity were located on the lower floor and has been trapped in void spaces under concrete slabs (FEMA. 2003). The chart below will demonstrate the damages an explosive can cause to human life as well as infrastructure, depending on the distances.
Why
During a state of crisis, the innocent civilians that are being killed are unjustifiable. Weapons of Mass Destruction being used to damage our infrastructure & kill hundreds of citizens is the many reasons organizations such as the Department of Homeland Security (DHS) & the Department of Justice (DOJ) were generated. If the United States fails to protect our citizens and infrastructure what type of country would we be? In a business spectrum, no organization would like to be acknowledged for not pulling their end of the bargain. The integrity of DHS & DOJ will be jeopardized. So, throughout a state of crisis, we must respond and assist as imminently as possible. As an IC, I must perform a risk assessment of probable threats that can ensue & how I can prevent it to minimize the quantity of deaths.
U.S. Army
Local responders are typically the ones to determine who is the most competent to take command as the IC. Local responders are local emergency & related public safety discipline personnel who respond to the occurrence first. Whoever is selected to be the IC either voluntarily resigns or is replaced by an individual that has more expertise. The IC is also the one accountable for all aspects of the response which entails rapidly generating an incident objective, managing incident operations, & all personnel involved (FEMA. 2011). Therefore, the assigned IC would be accountable for posting U.S. Army personnel.
