The consensus democracy in the American system of government was developed to slow down the majority decision making as well as action ion to prevent the leaders that are elected by the majority to make quick and easy decisions in the government. The constitutional structure of the national government, the federal character of the relationships in the government and states are part of those sections that combine in forming an electrical system that prevents the easy and quick formation of the countrywide electrical majority. Therefore it is difficult for the majority to unite and win in the required constituencies in order for them to control the executive and legislative organs of the national government.
In the majoritarian form of the government, it is interpreted that democracy means the government is governed by the majority of the people. It argues that the majority should govern whereas the minority should oppose. But according to Sir Arthur Lewis, in the majority rule and the opposition is made of the minority, it is undemocratic. Lewis holds the views that in a democracy, all that are affected by a decision should take part in forming that decision either directly or indirectly.
Some of the merits that are associated with the consensus form of democracy is that; it creates a shared understanding which via the discussion that unites the differences, it can develop better decisions that are suitable for the good of the community. It can also create more ownership and commitment. Some of the disadvantages that are as a result of consensus form of government include, it results to people with self-motives.
