After analyzing the Beamer Hall project, it is recommended that the design bid build (DBB) delivery method should be utilized. This is because the DBB delivery method would positively impact the four management topics for this project. The four management topics are cost, safety, quality, and schedule.

In terms of cost, the owner of the project ultimately has the final say. This is important because Virginia Tech not only wants high-quality projects, but they also want to get this service at the most competitive price available to save money. For this project, a $70 million budget was set so the owner can competitively hire the designers, and contractors based on their price and qualifications.

For safety, this project delivery method is not generally used when a project needs to be completed quickly. With this project lasting approximately 44 months, there should be no rush expected that would impact the construction safety or the safety of the infrastructure to support its everyday loads.

For quality, the owner serves as the main contact point for both the designer and the contractor to ensure the highest quality project possible. The owner can make suggestions to improve quality until construction, but after construction these changes become expensive. This is important because at Virginia Tech all the buildings are unique and the owner using this delivery method can ensure that this trend is followed.

Finally, in terms of schedule, the designer sets the schedule for the project early so the schedule is clearly communicated. This is important because with the increasing number of admitted student at Virginia Tech, the university must know how long this expansion will take to support the incoming students.

When utilizing this delivery method, there are quite a few pros, but with these come some cons as well. These cons generally impact the owner, designer, and contractor. For the owner, they are vulnerable to changes during the construction phase that can become very expensive and cause project delays. Since the designer and contractor do not directly collaborate, this could cause quite a few change orders during the construction phase. This would increase the project's completion date and increase the total price of the project.

Additionally, since the designer comes in earlier than the contractor, the owner typically uses more funds on the designer than the contractor which may cause budgeting issues. For the designer, since the contractor does not work alongside with the designer, multiple change orders could be made. This would cause the designer to then do additional studies to ensure the change is feasible and increase the project's time until completion. For the contractor, since they are hired later in the project, they must quickly understand the project at hand, and ensure that everything within the design is feasible within the time and budget.

The owner can reduce risk by hiring an experienced designer. With this experienced designer, it is important to communication efficiently to ensure vision are feasible and to minimize the change orders later in the project's timeline. The designer could reduce their risk by completing detailed due diligence to ensure no surprises arise through construction. Finally, the contractor can reduce their risk by asking a lot of questions up front to catch anything incorrect early on and communication issues early on if possible.
